Springfield, Massachusetts, Mayor Domenic Sarno said the city plans to hold MGM Springfield able when it comes to jobs at its casino.
There are currently about 2,300 employees at the resort, down by 700 from when it opened last year.
"We have an agreement, and we're going to make sure they live up to those agreements going forward," Sarno said.
Sarno, though, has signaled some patience when it comes to getting back to the employment goal.
"You know, you're talking about less than a year's time," Sarno said. "August would be a year on their birthday, their anniversary. So they continue to ramp up, they continue to adjust."
